Rent collection policies and procedures.

Rent collection policy: Rents in the project are due and payable on the first day of every month, at the management office during office hours. Tenants not paying their full rent by the fifth day of the month will be notified in writing to come by the project office and discuss their rent delinquency. In the event that valid reasons for delinquencies exist, the manager will work out some method whereby the tenant can pay his rent during the month. In such an instance partial payment might be accepted. When prior arrangement for payment of rent has not been negotiated, a $_____ late fee will be charged to the tenant. In no instance, however, will a tenant be allowed to carry over a delinquency from one month to the next. In the event that a tenant does not pay his rent according to a schedule jointly agreed to by the tenant and the manager, or in the event that a tenant does not respond at all to the late notice, eviction proceedings will begin no later than the tenth of the month. The agent recognizes the need for maintaining sustaining occupancy in the project; the agent will therefore not arbitrarily evict tenants who are slow in paying the rent. The agent will instead seek to encourage good rent paying habits in those tenants who are habitually delinquent in paying the rent.

In no instance will delinquent tenants be allowed to accumulate large sums of arrearage.

All rent payments will be recorded immediately and kept in an account named "_________ apartments rental account." Security deposits will be kept in a separate interest-bearing account.

The tenant will receive 15 days written notice of eviction and be given five days in which to request a hearing with the agent.

If necessary, the resident manager is able to counsel families or to refer them to the appropriate service agency for help with budget problems, family problems, etc. which may be causing the delinquency.

Each family will be required to pay one month's rent for security deposit. The deposit may be paid in three installments prior to moving in. One-third of the amount to be paid at the time the application is submitted, if vacancies exist; one-third payable with the approval of the application; and final payment with first month's rent.
